Parliament received the statutory instrument on July 17, just one day after ministers approved it. The regulation introduces a limited exception for qualified generators that connect through standard household outlets. A designated notified body must verify that each plug conforms to the relevant BS 1363 standards. While the safety amendments apply across England, Wales, and Scotland, the product approval rules extend to the entire UK market.
The interim standard includes criteria for electrical design, installation, fire safety, labeling, and consumer instructions. It also addresses safe disconnection procedures and limits on electricity exported into household circuits. Under controlled testing conditions, representative systems were evaluated on domestic wiring, demonstrating safe operation without sustained unsafe energization. Researchers identified product quality variations, including export restrictions and electromagnetic compatibility issues, which influenced the final specifications.
Public consultation informs retail rollout strategies
During the consultation phase, the government received a total of 466 responses regarding the plug-in solar standards. Over 85% of participants supported the interim specifications, and most also endorsed the proposed plug-in amendment. Respondents ranged from installers, manufacturers, and network operators to technical experts and ordinary members of the public. Concerns were raised about older wiring infrastructure and products lacking proper certification, while others sought clear guidance to distinguish between plug-in solar panels and plug-in battery systems, which are excluded from the new rules.
Preparations for retail implementation have been progressing, with major vendors engaging in discussions about compliant products ahead of the August deadline. The new regulations primarily target small systems suitable for balconies, gardens, and outdoor spaces. They do not encompass plug-in batteries or devices that import electricity from household circuits. Systems employing the new connection method will not be legally operable before August 27. Post-deadline, only approved products within the 800-watt limit will be permitted to connect via a standard household socket.
